Policies and Procedures

Just a few reminders regarding your lease as well as community policies and procedures. Residents violating these policies will be subject to eviction.

Service Requests: There are 2 ways to report a service request:

By calling the office at (401) 942-4455 and following the prompts. You will be required to leave a detailed message including your name, address, pet information, and if we have your permission to enter if you are not home at the time of service.

By logging in to you Vision Works account at www.visionworkorders.com. Sign up is easy.

Quiet Hours: For the respect and courtesy of all our residents and neighbors, we ask that you adhere to quiet hours from 10:00 p.m. to 7:00 a.m. daily.

Smoking: RCG is a smoke-free property. A damage fee will be charged for smoking inside your apartment and in all common areas. This includes hallways, stairwells, laundry rooms, basements, vestibules, and lobbies.

Dogs: RGC is a pet friendly community. All dogs must be registered, and applicable fees must be paid prior to move in. Please relieve your pets in the back of your building and place their waste directly inside the dumpster located in your parking lot. Residents violating this policy will be subject to eviction. It is required that all dog owners pick up after their pets. The following will not be tolerated:

  • Pets not on leashes
  • Unauthorized pets
  • Loud, excessive barking

Rent: Rent is dues on or before the 1st day of each month. Please write your building and apartment number on the memo line of your check or money order. For example: 41 Garden City Drive #10, write 41-10. Place rent check directly into the Drop Box located at the front door of the office.

Resident Handbook and Community Policies

Our ultimate goal here at Residences at Garden City (RGC) is to provide a comfortable home and pleasant environment for all our residents, residents' guests, company vendors, other visitors to the property and of course our employees. In pursuit of this goal, please read and adhere to the following community policies.

  • Emergencies: RGC has a 24-hour answering service: (401) 942-4455. After the recoding, press 1 to leave a detailed message for the office. Press 2 to leave a detailed message for maintenance (this includes emergency maintenance). A Capstone employee will return your call and depending on the nature of the call, dispatch a service technician. The following are considered emergencies: fire, flood, water intrusion, water leaking through apartment of common area, accident on property, lack of water/no hot water, lack of heat when outside temperature is below 55 degrees, robbery/beak in, power outage, appliance breakdown, lockout or door not opening. You must leave your name, address, telephone number and nature of the request in order for us to respond appropriately to your call.
  • Rent: Rent is due in full on or before the first of each month. All payments should be made in the form of a personal check, cashier's check, certified bank check, or money orders. Please understand that Management Office cannot accept payment in the form of cash. Your check of money order must be made payable to:

    You may mail it directly to Capstone or you may drop it off at the Rent Drop Box located at the front door of the leasing office. Please make sure your name and address are clearly printed on the check. On the memo line should be your Building and apartment Number. For example: 41 Garden City Drive #10, should read 41-10. Payments made after the 5th must include the $125 late fee and must be in the form of certified funds. If we do not receive payment by the 15th and we do not hear from you, you will be served with a 5-day demand for rent payment and further action will be initiated.

  • Noise: Tenants' statutory obligation are to conduct themselves in a manner that will not disturb your neighbors' peaceful enjoyment of the premises. Please require your visitors and guests to do the same. Be considerate of your neighbors. Apartment living means you will hear noise from time-to-time. Control the volume of stereos, televisions, pets, musical instruments, and other amplified devise so that they do not disturb residents. Please do not slam doors or keep them propped open: especially exterior doors. Control your pets barking. From 9:00 p.m. to 8:00 a.m., volume on all such devices should be kept as low as possible. Noisy or disorderly conduct that annoys or disturbs other residents will be tolerated.
  • Visitor Parking: Visitor parking is permitted on the street along the front of your building. Parking in the lots provided is for residents only. It is your responsibility to inform your guests not to park in residential lots.
  • Resident Parking: Tenants are entitled to the use of parking spaces for two (2) passenger automobiles. Unfortunately, there are instances where if you arrive late in the evening, you will have to park in one of the other parking lots on the premises. It is the only alternative, as the city of Cranston does not allow overnight street parking. Each resident should have a blue and white parking sticker displayed on the rear window of your vehicle.

    Any car without a sticker will considered in violation of the parking guidelines and will subject to tow at the vehicle owner's expense. We use Nunez Towing. If you have not picked up your Capstone-issued parking sticker, please do so immediately. A copy of the current registration for each vehicle must be submitted. Parking is not assigned it is on a first come first serve basis. We reserve the right to tow vehicles that are in violation of parking guidelines. All expenses associated with towing and storage of your vehicle will the sole responsibility of the vehicle's owner.

    All vehicles must be in good working order and have a valid registration sticker and license plate. Authorized vehicles will be limited to cars, pick-up trucks, mini vans, sport utility vehicles, and motorcycles. Commercial vehicles, campers, trailers, boats, or other vehicles no listed above shall not part at RGC. Park in designated spaces only. Do not park in front of garages, parked cars, or on the grass. Vehicles parked in fire lanes of other unauthorized spots are subject to Tow at the owner's expense. No changing of oil, vehicle repairs, or car washing is permitted on the property.

  • Garages: There are a limited number of garages on site. The monthly rent for a garage is $125 and shall be included with your rent payment each month and Parking Garage Agreement must be signed. Garages are only available to current residents for vehicle parking only.
  • Laundry: Each building is equipped with a full-size washer and dryer. These machines are operated by using a pre-loaded card as payment. If there is a problem with your card, please call Automatic Laundry directly at: (617) 969-4340. Laundry room is to be used between the hours of 8:00 a.m. and 8:00 p.m. only. When using the laundry facilities, please do not use any colors of dyes in the washing machines. Do not dry any items in the dryer that have not first been washed in the washing machine. Please do not wash or dry shoes in the machines. Shoes may cause damage to the machines. You agree to be responsible for damage resulting from the misuse of the laundry equipment. Please clean the lint after every load for more efficient drying. Lint buildup can also cause a fire. Please dispose of lint, empty detergent bottles, etc. in the trash cans provided. Our cleaning crew comes once a week to clean this area.
  • Pets: Pets are permitted in accordance with the Community Policies. You are fully responsible for repairing any and all damages caused to the premises by your pet, at your cost and as set forth in the lease agreement. We are entitled to deduct from your security deposit the repair costs for all such damage that you fail to repair. The maximum allowance is one small dog, not to exceed 23 lbs. or two cats. A one-time, non-refundable pet fee of #250 is collected at the time of move in and a $25 a month pet rent will be added to your base rent. Pets can disturb the rights of others and cause damage for which pet owner may be held liable, if not properly controlled and cared for. Only authorized pets may be kept in your apartment. No other pet shall be brough onto RGC property by the resident, residents' guests, or by other occupants of resident's apartment. Pets are limited to litter box trained cats and small dogs.

    A copy of a recent Rabies certificate is required for all pets before move-in and a copy of yearly vaccinations should be brought to the office.

    Pets shall be walked in the back of the property, not the front. Relieving of your pet any interior common areas, on the lawn, or any parking lot is strictly forbidden. Residents not adhering to this strict policy will be subject to removal of the pet. There will also be a $50.00 violation fee. There are several pet waste receptacles behind each building that include doggy bags. It is your responsibility to pick up the waste of you pet and place it in the dumpster.

  • Trash: Trash should be bagged and tied before placing in the dumpster. Trash shall not be left outside your apartment door or in any common area and is not to accumulate in your apartment. Boxes must be broken down before being placed in a trash container. Furniture items such as desk, chairs, beds, mattresses, and sofas shall be placed inside the dumpster. A $75 fee will be deducted for each item left outside of the dumpster. Items left in common areas, laundry rooms, or basements will be considered trash and removed at the owner's expense. Residents not complying with these policies are subject to being charged for the cost of each bag removed.
  • Common Areas and Hallways: Front and back egresses, walkways, hallways and common areas must be kept clear at all times. Do not obstruct these areas with personal items such as: decorative items, vases, flowerpots, benches, chairs, garbage bags, pet items, litter boxes, toys, bicycles, footwear, baby carriages, plants, shelves, etc. Likewise, no such items are permitted in the parking areas, courtyards, sidewalks or lawn. All such articles will be impounded at the resident's expense.
  • Lockouts: If you require us to unlock the door of your apartment during normal business hours, we will gladly do so at no charge. After business hours and on holidays or weekends, a charge of $100 shall be made.
  • Heat: Your apartment has a radiator heating system. This system circulates hot water produced by a gas-fired boiler through the radiators in your home. Under Rhode Island Law: Heat must be on no later than October 1. Heat must be off no earlier than May 1. Due to fluctuating weather temperatures, we will always regard you with the utmost consideration when making allowances for the availability of hear.
  • A/C: Management does not provide air conditioners in your apartments. You are responsible to provide your own window unit. If you require help installing of removing of A.C units, there is a $35 charge for each A/C. Ed Larson will help you install your unit in the window if the are INSIDE your apartment. It if not our responsibility to go to the basement, enter your storage unit, and bring the A/C's into your apartment.
  • Lease termination: If you wish to terminate your leas, you must notify management in writing at least thirty (30) days prior to the lease expiration date. A "Notice of Intent to Vacate" must be filled out in the office, and a forwarding address must be listed in order for the lease termination request to be valid. You are responsible for paying your rent until the lease expiration or until we have re-leased your apartment; whichever comes first.
  • Smoking: Smoking if not permitted in the apartments or in any common areas of the building. We have provided smokers outposts in the back entrance of each building for your convenience. Cigarettes should be fully extinguished and properly disposed of. Please do not scatter cigarette butts on the grounds. This creates an unsightly appearance and can also become a fire hazard.
  • Grills: Grills are not allowed on the property; it is a fire hazard. Cookouts, parties, and picnic tables are not permitted. If you are using your own lawn chair, please remember to take it back inside to your apartment storage bin; not the hallway.
  • Storage: Each apartment comes with one storage bin. You may purchase a padlock to place on your storage bin. Residents are responsible for their personal items. All personal articles including boxes, clothes, totes, crates, etc. must be placed inside of your storage bin. No articles are to be left outside of storage bins. Please make sure your storage unit number is the same as your apartments number.
  • Snow Removal: Snow removal if provided for parking lots and walkways. Snow removal around your car is the responsibility of each resident. All roadways, parking lots, walkways and other common areas will be kept reasonably clear of snow and/or ice as soon as practicable after the conditions arise. Judgement on whether plowing is necessary during a snow and/or ice storm is solely at management's discretion. Since snow and ice storms vary in duration and accumulation, it is very important that everyone is aware that the snow and/or ice removal process will be dealt with by our maintenance staff as well as outside vendors, but that it can take HOURS and sometimes DAYS to complete the full scope of the snow and/or ice removal process. If you must venture out of your apartment home or are returning to your apartment home during a snow and/or ice storm or after a snow and/or ice storm has ended and the clearing process is still underway, please use extreme caution.

    You are hereby advised that ALL vehicles on the property must be parked in the property parking lot spaces during a snow and/or ice storm and while the vehicles are on the property, they must remain parked in the appropriate parking lot spaces until the snow and/or ice removal process is complete, unless otherwise directed by the property staff. THE END OF THE SNOW AND/OR ICE STORM DOES NOT INDICATE THE END OF THE SNOW AND/OR ICE REMOVAL PROCESS. Vehicles parked on roadways or in front of walkways, dumpsters or fire hydrants will be towed, without additional notice, AT THE VEHICLE OWNER'S EXPENSE. The roadways will be the first areas cleared as it is essential that plows and emergency vehicles are able to pass through the property at all times.

    Vacant parking spaces will be the first parking spaces cleared in the parking lots. Once vacant parking spaces have been cleared of snow and/or ice, residents should move their vehicles to these cleared spaces so that the remainder of the parking spaces can be cleared. Do not venture outside to move your vehicles to cleared vacant parking spaces until the walkways that you need to access have been cleared of snow and/or ice.

    If you need assistance moving your vehicles, please call the office and arrangements will be made to assist you. IF YOU REQUEST ASSITANCE FROM EMPLOYEES TO MOVE YOUR VEHICLES YOU DO SO AT YOUR OWN RISK AND SUBJECT TO YOUR OWN INSURANCE. PLEASE KEEP IN MIND THAT IF YOU REQUEST ASSISTANCE FROM EMPLOYEES, YOU AGREE THAT MANAGEMENT HAS NO LIABILITY FOR ANY DAMAGE THAT MAY BE CAUSED.

    This notice serves as the only notice you will receive this winter season regarding the snow removal and towing policy. You will not receive specific notice of the snow removal and towing policies before each storm. It is up to you to be aware of approaching snow and/or ice storms and the need to move or relocate your vehicles in accordance with the policies stated above. If you plan on being away at any time during the upcoming snow and/or ice storm season and your vehicles are left on the property, you assume the risk of having your vehicles towed at your expense if they are not parked in the appropriate parking spaces. If you are going to be away, please make arrangements for someone to move your vehicles for you.
